감시 카메라(CCTV)를 만드는 중국 기업 하이크비전 부회장 궁훙자(龚虹嘉·54)는 '타오셴왕(套現王·현금왕)'으로 불리는 억만장자다. 최근 하이크비전 지분 일부를 매각해 113억위안(약 1조9000억원)을 현금으로 챙기면서 붙은 별명이다. 그는 원래 '더셩'이라는 라디오 생산 업체를 운영했다. 그러다 엔젤투자자(벤처기업에 투자하는 개인 투자자)로 변신해, 2001년 하이크비전에 투자한 것이 그를 억만장자로 만들었다. 당시 지분 49%를 받고 245만위안(약 4억110만원)을 투자한 것이 지금은 그를 자산 9조9200억원의 부자로 만들었다. 하이크비전은 빠른 성장을 했다. 중국 정부가 감시 카메라를 전국 곳곳에 깔면서 2008년 이후 연평균 20% 이상의 매출 증가율을 보였다.
중국 정부가 전국에 감시용 CCTV 망을 구축하면서 궁훙자와 같은 '감시 재벌'을 탄생시키고 있다. 시장조사 업체 IHS마킷에 따르면 2016년 중국 거리와 건물, 공공장소에 설치된 감시 카메라는 1억7600만대로 미국(5000만대)의 3배 이상에 달했다. 중국에서 공개된 안면 인식 관련 특허 건수도 2017년 900건을 돌파했다. 이런 인프라를 바탕으로 2015년부터는 '톈왕(天網·하늘의 그물)'이란 영상 감시 시스템을 운영하고 있다. 수만명이 모인 대형 콘서트장에서도 안면 인식 기술로 수배 중인 범죄자를 찾아낼 정도다.
하이크비전에 이은 2위 감시 카메라 업체 다화(大華)의 창업자 푸리취안(傅利泉·52)도 감시 재벌이다. 개인 자산이 2조5000억원에 달한다. 그는 1993년 탄광·철광회사의 컨트롤 시스템을 만드는 회사를 창업했다가 2002년 대용량 디지털 영상 저장장치(DVR) 개발을 계기로 감시 카메라 사업에 뛰어들었다. 사업이 날개를 단 것은 2005년 중국안전방범상품협회 전문가로 위촉되면서였다. 공안(경찰), 금융기관 등 중국 정부기관 곳곳에서 납품 요청이 몰렸다. 2017년 다화의 매출액은 188억위안(약 3조2000억원), 순이익은 24억위안(약 4031억원)에 달한다.
안면 인식 기술로 유명한 톈디웨이예(天地偉業)의 창업자 다이린(戴林·53)은 자산 1조6000억원에 달하는 억만장자다. 톈진대학 강사였던 그는 2004년 톈디를 창업했다. 2015년 어둠 속에서 고화질 해상도 사진을 찍을 수 있는 카메라를 개발해 톈진시가 수여하는 '과학발명1등상'을 받았다. 이후 전폭적인 정부 지원을 받아 2017년 인공지능(AI)을 이용한 90% 정확도의 안면 인식 기술을 개발했다.
